And then came the assumptions And the plan was completely without form And darkness was upon the faces of the street cops And they spoke amongst themselves saying: “IT IS A CROCK OF CRAP AND IT STINKETH.”
And the street cops went to their Sergeants and sayeth unto them: “IT IS A PAIL OF DUNG, AND NONE MAY ABIDE THE ODOR THEREOF”
And the Sergeants went to their Lieutenants and sayeth unto them: “IT IS A CONTAINER OF EXCREMENT, AND IT IS VERY STRONG, SUCH THAT NONE MAY ABIDE IT.”
And the Lieutenants went to their Inspectors and sayeth unto them: “IT IS A VESSEL OF FERTILIZER, AND NONE MAY ABIDE ITS STRENGTH.”
And the Inspectors went to their Captains and sayeth unto them: “IT CONTAINS THAT WHICH AIDS PLANT GROWTH, AND IT IS VERY STRONG.”
And the Captains went to the Deputy Chiefs and sayeth unto them: “IT PROMOTETH GROWTH, AND IT IS VERY POWERFUL.”
And the Deputy Chiefs went to the Chief and sayeth unto him: “THIS POWERFUL NEW PLAN WILL ACTIVELY PROMOTE THE GROWTH AND EFFICIENCY OF THE SCHEME OF MANEUVER, AND THIS AREA IN PARTICULAR.”
And the Chief looked upon the Plan, and saw that it was good, and the Plan became POLICY.
